ABC is a large Australian Company that has a central Human Services (HS) department. HS provides recruitment services across the organisation. The current recruitment process could take approximately 30 business days from advertising to hiring a suitable candidate. About 15 days of this time is spent on the advertisement and acquirement of the job applications from the candidates. The review of job applications and selection of the suitable candidate may take 5 days. About 10 days of the time is spent on establishing an employment contract which includes performing two reference checks and one security clearance, making an employment offer, and obtaining the signed copy of the contract from the successful candidate. The cost of hiring a suitable candidate is approximately $20,000 and HS on average hires 50 candidates each year for the different departments of the ABC organisation.

HS would like to improve the current recruitment process and relationships with the candidates, recruitment agencies, and university job placement departments. HS initiated a new project, which aims to develop a new online system (eRecruitment System) for achieving these business goals. This new system will help them reduce recruitment time and cost through automating and streamlining the current manual recruitment activities. HS management anticipates that the new online system would help to reduce the overall recruitment time from 30 days to 20 days. This may result in the reduction of approximately 30% of the recruitment cost. This will not only reduce the time and cost but it is also expected to establish a standard communication channel for building a stronger relationship with the candidates, recruitment agencies, and university job placement departments as all will have a positive experience. However, before developing new online system, HS needs to conduct the detailed analysis of their current recruitment process activities and related data. This analysis will help them in identifying the actual requirements, which must be addressed by the new online system in order to meet their project objectives.

You are assigned as a Business Analyst to this project. In phase 1 of the project, based on the initial interviews and workshops with the HS director, manager, administrator and prospective end users and their representatives, you have identified the following activities and data in the current recruitment process. Using a modeling tool/s, you are required to model the following two key current recruitment activities and data by using the BPMN, ERD and Data Dictionary; and provide recommendations (e.g. a list of requirements or changes in the current recruitment activities and data) for developing the new online system for achieving the business objectives.

Advertise Position (Process Time – 5 Days)

The Hiring Manager sends the vacant position description (PD) related to a specific location (e.g. Sydney, Melbourne) to HS. The HS stores the PD (id, department, job description, requirements, hiring manager, closing date, location, type, and status etc.) in a vacant position file. Position type could be permanent or part-time position. HS creates the job or position advertisement based on the PD, which is posted along the job application form on the ABC company website. HS also forwards the job advertisement and job application form to a number of recruitment agencies and university placement departments for advertisement via email. HS lacks the support for automatically uploading the job advertisements and job application form to the websites of different recruitment agencies and university placement departments. 

Acquire Job Applications (Process Time – 10 Days)

Candidates fill out and submit the job applications (id, candidate, position, status) and resume directly or through recruitment agencies or university placement departments to HS via email. A candidate can submit only one job application for each position. An email is sent out to all candidates to acknowledge the receipt of their applications. This is done upon the receipt of their job application. All job applications and resumes received by the HS are stored in a job application file and are checked for completeness. The applications did not finished are rejected and candidates are informed. For the finished applications, if the candidate is new (applying for the first time) then new candidate information (e.g. id, name, address, qualification, experience etc.) is stored in the candidate file. All the complete job applications and resumes received by the HS are forwarded to Hiring Manager for their review and validating their suitability for the role. Due to manual processes and data in the excel spread sheets, HS needs to spend a lot of time working through incomplete/unsolicited resumes and applications. It is also not easy to search and indentify whether the candidate is new or not.
